Adds a single telegram id to allowlist

https://id.ton.org/v1/activities/{activity_id}/allowlist/telegram-ids/{telegram_user_id}

Create a telegram id entry to be added to the activity reward allowlist. Note that activity should be published. Endpoint returns a reward link url to be distrubuted to the activity participants, only participants from allowlist can claim the reward.
